Mediatek ccci_off device

The Mediatek ccci_off controller will turn off all Modem related power in charing mode or ccci driver disable.

Required Properties:

	- compatible: Should be:
		"mediatek,ccci_off"
	- clocks: Clock driving the hardware.
	- clock-names:  Clock driving the hardware name.
